Demand
This is an industrial week in both directions. The demand side is thin on committed job counts but rich in first-mover leads: Mitsubishi Electric picked Mason for a new investment, Weidmann is building in Middletown, KOI Superior Walls opened in Boone County with 73 confirmed jobs, and Zotefoams cut the ribbon on a $13.8M Walton expansion. Most of these carry no public headcount yet -- which is exactly when a staffing desk should be on the phone, before the reqs are written and contested.
The supply side is concentrated in manufacturing and beverage, led by Levi Strauss closing in Boone County (303 workers, effective Aug 30). The Down-Lite Mason closure (164) and both Refresco Carlisle notices already passed their effective dates in June, so those workers are available now; the Levi pool releases end of August. Ohio claims are flat and Kentucky claims are falling, so a light WARN week in KY reads as a genuinely tight market, not a reporting gap -- but the named notices are real, dated, and workable.
The depth is in Hamilton County, where roughly 12,400 people are out of work across a labor force above 430,000 -- by far the largest available pool in the footprint. Butler adds another 5,700. For any industrial or logistics req, source from Hamilton first; the Kentucky and Warren counties are far thinner and cannot alone carry a sizeable campaign.
The market tightened sharply over the year. Hamilton dropped from 4.4% to 2.9% unemployment, Butler from 4.3% to 2.9%, and Clermont and Warren both fell more than a point. What you assumed twelve months ago -- a loose Ohio-side market with candidates on the bench -- no longer holds. Assume you are competing harder for the same worker now.
Across the fifteen-county footprint the standing pool runs to roughly 38,000 unemployed, heavily weighted to Hamilton and Butler on the Ohio side. Against that backdrop, a named WARN release of a few hundred workers is a concentrated, pre-qualified slice worth targeting directly rather than fishing the broad pool cold.
This week's movement is manufacturing separations: Levi Strauss confirmed a 303-worker Boone County closure effective August 30, the freshest large notice. Down-Lite (164, Mason) and both Refresco Carlisle filings already passed their June effective dates, so those workers are on the market now. On demand, Mitsubishi Electric, Weidmann and KOI are fresh industrial entrants worth immediate calls.
Mitsubishi Electric selected a Mason location in Warren County for a new international investment, per REDI Cincinnati. No headcount is public yet, which is precisely the window to build the relationship before staffing needs are defined. A global electronics manufacturer siting new operations signals technical, production and skilled-trades demand.
Site/plant leadership or HR at the Mason project -- position as the pre-launch industrial staffing partner
US.MITSUBISHIELECTRIC.COM →Weidmann Electrical Technology, a global leader in transformer insulation materials, announced an Ohio expansion including a new Middletown facility. A new plant in a hard-tightening Butler County market means a competitive hire for production and skilled labor -- reach the account before the reqs open. Headcount not yet stated.
Plant HR / operations at Weidmann Middletown -- offer a sourcing plan given a thin local pool
WEIDMANN-GROUP.COM →KOI Superior Walls held the grand opening of a new Boone County facility creating 73 full-time jobs. This is a committed, opened facility with a stated headcount -- the most concrete demand signal this week. Precast/building-products work implies production and light-industrial staffing needs now.

Zotefoams cut the ribbon on a $13.8 million expansion in Walton, Kentucky. A completed, funded capital expansion typically drives incremental production hiring. Concrete and confirmed, though no separate headcount was disclosed.

CincyTech closed its largest fund to date, $34.5 million, targeting life sciences startups. Fresh capital into a portfolio is a leading indicator of downstream hiring across its companies. Not a direct req, but a real professional/technical pipeline worth an introduction.
CincyTech portfolio services -- position as the staffing partner for funded life-sciences startups
Ravee Optics closed a $6 million seed round to address data-movement demand in space. A funded seed round drives early technical and engineering hiring. Small scale but a genuine first-mover professional lead in a growth sector.

IU Indianapolis and Invest Hamilton County launched a Manager Development Lab to train up to 100 regional managers in 2026. A signal that regional employers are investing in management bench -- useful as a networking channel into hiring companies, not a direct req.

Knox Community Hospital signed a non-binding letter of intent to join Ohio-based Kettering Health. A completed combination of two Ohio systems could consolidate back-office and administrative functions, releasing healthcare non-clinical and clerical talent. Early stage -- watch, don't work yet.
CMA CGM agreed to acquire FedEx Supply Chain for $1.4 billion. The deal is national, but both operate logistics and supply-chain facilities across North America, so post-close consolidation of overlapping operations can release warehouse, logistics and clerical talent in this market. Watch for local footprint overlap.
FedEx completed the spin-off of FedEx Freight into a standalone LTL carrier. The move is national, but corporate separation of a large freight carrier typically drives back-office and administrative consolidation that can surface clerical and professional talent in this market's terminals and offices.
Union Pacific is advancing a merger with Norfolk Southern before the STB, with CN support secured. The deal is national but would create a transcontinental network with overlapping operations; UP pledged job protection for unionized staff, but back-office and administrative consolidation typically follows and could release talent in this region long-term.
Levi Strauss filed a WARN closure affecting 303 workers in Boone County. This is the largest and freshest notice of the week. Workers remain employed until the effective date, so the pool releases end of August -- build the relationship now to place ahead of the release.
Down-Lite International filed a closure of its Mason facility affecting 164 workers, marked released. The effective date has passed, so this pool is available now -- a concentrated slice of manufacturing labor already on the market.
Refresco filed two Carlisle notices totaling 107 workers (63 and 44), both effective June 24 and marked released -- their second filing in this market, a churning account worth a standing relationship. The effective date has passed, so beverage-production and warehouse candidates are available now.
Republic National Distributing filed a layoff of 56 workers in Cincinnati, a frequent filer in this market. The effective date has just passed, so distribution and warehouse candidates in Hamilton County are surfacing now.
Pioneer Cladding & Glazing filed a temporary layoff affecting 43 workers in the Mason/Warren area, their second filing here. As a temp layoff effective Aug 9, these are skilled glazing and construction-trades workers who may or may not be recalled -- worth a call as they release.
Read the two sides together and the pattern is clear: this is a footprint reshuffling its industrial base, not shrinking it. Levi is closing 303 in Boone County while KOI just opened 73 jobs in the same county; Down-Lite and Refresco released beverage and production workers in Warren while Mitsubishi and Weidmann are siting new manufacturing there. That is not a computed match -- but a desk that knows the Down-Lite and Refresco pools are already on the market, and that the Levi pool releases August 30, is positioned to feed exactly the light-industrial and production reqs the new entrants will open. The tightening county data (Hamilton and Butler both down to 2.9%) means those released workers will not sit idle long. Move first.
303 workers release August 30. Build the relationship now, pre-qualify the light-industrial and warehouse profiles, and line them up against new local demand before the notice is widely worked.
Down-Lite (164) and Refresco (107) effective dates have passed -- those beverage and production candidates are on the market now. Source them today rather than waiting.
Both sited new facilities with no public headcount. Reach site/plant HR before reqs post; offer a sourcing plan given the thin, tightening local pool.
KOI's Boone County plant opened with 73 jobs. Call operations to learn what's still open and pitch production and light-industrial fills now.
